Seychelles urges special category for small islands - 29.09.2010
He made the statement in his address to the United Nations General Assembly on Monday, taking up the call launched by Vice-President Danny Faure at the Millennium Development Goals Summit last week.
“Resources are always stretched, and as we move beyond 2015 we must make sure that development categories do truly ease development,” said Mr Adam.
“Development categories must not become a means to punish those who succeed in development. And we must not allow small islands to be lost in the spaces between the categories.”
Mr Adam also called for a review of support being given to SIDS by the UN system, as available funding is fragmented and unreliable. He made this appeal in the context of the Mauritius Strategy for Implementation, which looks at the specific requirements of small islands.
Seychelles’ statement also stressed the importance of tackling climate change as a matter of urgency and pointed to the lack of progress in mobilising “fast start” funding for adaptation.
Mr Adam also urged the UN to look beyond the obvious and existing channels for development financing for the future.
He welcomed proposals for innovative financing mechanisms and highlighted the fact that most of the foreign direct investment available in the Indian Ocean region is coming from “new” partners from Africa, the Gulf and Asia rather than from more traditional investors.
The minister also thanked the international community for the support offered to Seychelles on the subject of piracy. He flagged the ongoing instability in Somalia as a source of concern and asked that the international community move beyond what has already been tried and tested.
Mr Adam stressed the importance of having a coordinated approach to piracy, both within the region and beyond, and he saluted the importance of the Indian Ocean Commission/Common Market for Eastern and Southern Africa project on this subject.
